The concept of health-system resilience has emerged as a cornerstone of global health policy discourse, particularly following the COVID-19 pandemic (Kruk et al., 2017). The World Health Organization defines a resilient health system as one that can absorb, adapt, and transform in the face of shocks while maintaining essential functions and equitable access (WHO, 2020). In Uganda, the need for resilience has been amplified by multiple health emergencies, fiscal constraints, and ethical controversies surrounding access to care, vaccine allocation, and research practices.
